Planning and Conservation

Concerns have been raised about recent incidents of tree felling in Heaton Village, and the need to preserve the character of the environment in a Conservation area. Some have pointed out that the powers of intervention of the police and/or the local authority onto private land are limited. This means that remedies can only be applied after the event, by prosecution for example. Others claim that the authorities could do more to intervene by way of prevention. Another controversial issue is the way the planning regulations are applied. Some say that the regulations are applied too slowly; others that they are applied too hastily, without sufficient thought. One proposal is to distinguish more clearly between routine and exceptional planning applications, giving more time and attention to the latter than the former. Another problem is the perceived inconsistency, and even bias, in particular decisions made by the Planning Committee. It has been proposed more generally that every new (and existing?) resident should be given a document outlining responsibilities towards planning and conservation.
